5310 Grant Program

Enhanced Mobility of Seniors & Individuals with Disabilities

This federal program (49 U.S.C. 5310) provides funding in the WAMPO urbanized area to assist with meeting the transportation needs of older adults and people with disabilities when the transportation service provided is unavailable, insufficient, or inappropriate.

 

The program aims to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options. This program supports transportation services planned, designed, and carried out to meet the special transportation needs of seniors and individuals with disabilities in all areas

 

Eligible projects include both “traditional” capital investment and “nontraditional” investment beyond the Americans with Disabilities Act (ADA) complementary paratransit services.

The 5310 program is a cost-reimbursement program, as opposed to a standard grant or fixed amount award. All projects will require some level of matching funds. The Section 5310 Program is unique in that it is permitted to match federal funds with federal funds, provided that those funds do not originate from the Department of Transportation.

GRANT PROGRAM

The Section 5310 grant program provides capital and operating funds for programs to serve the special needs of transit-dependent populations beyond the traditional public transportation services and Americans with Disabilities Act (ADA) complementary paratransit services.

ELIGIBLE RECIPIENTS

Eligible subrecipients include private nonprofit organizations, states or local government authorities, or operators of public transportation.

ELIGIBLE ACTIVITIES

Eligible project activities include but are not limited to accessible vehicles, transit-related information technology systems, mobility management programs, acquisition of transportation services under contract, travel training, volunteer driver programs and improving signage and way-finding.

FUNDING DISTRIBUTION

Federal Section 5310 funds are available each federal fiscal year, contingent upon congressional appropriation. They are distributed to the States by the Federal Transit Administration (FTA).  The designated recipient of Section 5310 funds in the WAMPO region is Wichita Transit.  WAMPO has partnered with Wichita Transit to facilitate the competitive selection process.  For more information about WAMPO’s role please check out the memorandum of understanding with Wichita Transit:

MATCH

The federal share of eligible capital costs may not exceed 80 percent, and 50 percent for operating assistance.  One exception includes acquisition of vehicles for purposes of complying with or maintaining compliance with ADA.  Vehicle acquisitions with this purpose may not exceed the federal share of 85 percent.  Please note that both mobility management and contracting projects may be considered a “capital project.”  Applicants are responsible for providing the “local” match. Local match may come from other Federal (non-DOT) funds.

LOCAL PROGRAM

WAMPO conducts a competitive selection process for the Section 5310 grant program.  Application materials are made available to eligible recipients, which are reviewed and prioritized for award by a representative selection committee. The criteria used in evaluating and ranking applications are part of the implementation of the WAMPO Coordinated Human Service Transit Plan.
